There will always be collateral damage whenever you launch a campaign of destruction. If you launch one against plunderers of office supplies, for example, the primary suspects would be the office managers and secretaries. Everyone who brings home a single binder clip or rubber band would be apprehended. The entire office would eventually get so paranoid that writing a personal note with an office pen or pencil would be a crime.

Imagine all of those people being destroyed and killed.
