Note the pattern. Whenever anonymous "politicians" are threatened by social situations, they spend money:

--to escalate and pronounce vagrancy and petty crimes
--to cause prison riots
--to increase traffic with fake, road constructions
--to leave garbage uncollected and rotting in the streets
--to endanger the people's supply of electric power.

There is only one, effective way for authorities to investigate these: START FROM THE BOTTOM GOING UP. Grill the most menial workers. If they were paid a thousand pesos to keep quiet, offer them three thousand pesos to talk, thereby making them richer by four thousand pesos. Work yourself upward.

You will find, at the very top, the most unlikely perpetrators.
