ROTC should not be an undergraduate diploma requirement. It should be a post-graduate, civic requirement that lasts two years, with Filipinos reporting to real headquarters as though for a real job. After that the Filipinos should be ready for employment and/or graduate studies.

That way, also, it will be possible for the new program to be retroactive, calling to duty graduates over the past five years.
