There are gangs inside prisons because there are gangs outside prisons. They are, in effect, fraternities. In order to get rid of them inside you have to get rid of them outside.

Note that even among expatriates who have settled abroad, whether comfortably or uncomfortably, Filipinos also belong to regional "gangs".
